•Db2/z Log Capture (SQDDB2C):  Improve diagnostic messages for VFILE_FATAL_ERROR.

•z/OS Installation: Prevent duplicate PGMOBJ creation on z/OS installation. ALLOCDS and UNTERLIB JCL were modified because both were creating the PGMOBJ causing a JCL error.
